Just something Gene said about the Rainbow writers, the CPA. The sand is rainbow, so there's the suggestion of a link between the group and the hourglasses.

CPA... [She wasn't here for the ticker tape announcement, alas.] Who are they? [There was one entry she saw... It did seem to suggest having a measure of power here. Min takes a stab.] The ones who were talking about horned friends and collars?

Horned-- Yeah, the unicorns and goats and collars people. There's a group of them that talk in colored ink, speak in riddles/secrets/etc.
They once mentioned sand in hourglasses running out for some of their own/us, though it seemed more metaphorical, just suggesting we all had limited lifespans.

Bastet's one of the oldest residents, one of the collared now, and she never suggested she's seen these before. I think this is new. We just have to wait it out and see what becomes of it when the sand runs out.
